Declan Rushe – President and Chief Executive Officer

Our-Team-Declan-Rushe Originally from Dublin, Ireland, QualSpec President and CEO Declan Rushe graduated from Trinity College Dublin with BSc in Management and an MBA before relocating to the U.S. in 1982.

He began his career with Cooperheat Inc as District Manager in Richmond, Va., before being promoted to Vice President of Cooperheat of Canada and subsequently managing projects in Australia and China.

While based in Dublin in the mid-’90s, Declan established Conserver Technology Ltd., which manufactured and distributed geothermal technology to the construction industry. Upon returning to the U.S. in 2002, Declan joined QualSpec legacy company IESCO as Vice President of Operations, where he developed on-stream inspection programs at major customer locations nationwide. He previously served as QualSpec Chief Operating Officer.

Lilian Leonard – Human Resources Director

our-team-lilian-leonardLilian Leonard is responsible for recruitment, development and retention of QualSpec personnel at all locations. Based in Los Angeles, Lilian travels extensively to all project locations, maintaining a proactive approach to managing the human resources needs of more than 1,000 employees.

Lilian has been a human resources professional for the past 15 years, initially with Norwood Promotional Products in Los Angeles before serving as HR Manager at TTM Technologies. She joined QualSpec legacy company IESCO in 2010 and was appointed HR Director in 2012.

Isaac Lopez Sr. – Senior Vice President, Gulf Coast Operations

Our-Team-Isaac-LopezSenior Vice President Isaac Lopez is responsible for all Gulf Coast operations, including Houston, Corpus Christi, New Orleans and Lake Charles, La. Isaac brings 23 years of inspection, nondestructive testing and turnaround management experience to his position.

Isaac has been a part of QualSpec legacy company All Tech Inspection in Corpus Christi, Texas, since 1998. Before joining All Tech, he served as Inspection Supervisor for SGS Petroleum Service Corporation in Corpus Christi. Isaac holds an AAS degree in Welding Inspection and Nondestructive Testing from Austin Community College. He currently carries API-510, AWS and CWI designations and has been certified in PT, UTSW, MT, LT, VT and ET through All Tech.

Steven W. McGuire – Northwest Vice President

our-team-steve-mcguireNorthwest Vice President Steve McGuire has more than 28 years of NDE and QA/QC experience in the petrochemical industry, including basic NDE methods, Advanced Automated inspections and API/AWS certifications.

Steve joined T.C. Inspection in 1998 and played an essential role in growing the company more than 600 percent. As part of T.C. Inspection’s management, Steve saw the need for Industrial Rope Access and started a new sister company, Remote Access Technology, to provide NDE services via rope access. Steve rebranded the company as Hawk Rope Access after becoming an experienced maintenance contractor for aerospace companies, bridges, dams, construction projects and amusement parks.

During the past couple of years, T.C. Inspection and Hawk Rope Access have become part of QualSpec, capitalizing on the vast experience and support that the QualSpec team offers.

Ronald T. Nisbet – Senior Technical Advisor

our-team-ronald-nesbitSenior Technical Advisor Ronald Nisbet is a 50-year veteran of the American Society for Nondestructive Testing. Ron holds prestigious ASNT Nondestructive Testing (NDT) and Central Certification Program (AACP) Professional Level III certification in magnetic particle (MT), liquid penetrant (PT) and ultrasonic (UT) testing.

Ron has been part of QualSpec legacy company IESCO in Torrance, Calif., since 1994. Before taking a position at IESCO, he served as president of Ronald Nisbet Associates for nearly 25 years. Originally from Scotland, Ron is a licensed Professional Engineer in the state of California, former president of the Society of Professional Engineers, and former coach of the USA men’s national rugby team.

Martin Rosemond – Project Service Division and Advanced Operations Manager

our-team-martin-rosemondMartin Rosemond, Project Service Division and Advanced Operations Manager, is responsible for day-to-day operations of all call-out inspection work on the West Coast. He oversees the Advanced Department company-wide, including GUL.

Martin has nearly 20 years of experience and is certified in the following techniques: UT, MT, PT, PMI, IRIS Tube Inspection, ACFM, AUT-Corrosion, HTHA, TOFD and UTSW.
